甘肅:用3至5年建立完整智能交通指揮系統
近(jin)期,省(sheng)(sheng)(sheng)政府抽(chou)調省(sheng)(sheng)(sheng)委(wei)(wei)政法委(wei)(wei)、省(sheng)(sheng)(sheng)編辦、省(sheng)(sheng)(sheng)發改(gai)委(wei)(wei)、省(sheng)(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)(sheng)人(ren)社廳(ting)、省(sheng)(sheng)(sheng)交(jiao)通運輸廳(ting)等(deng)(deng)10廳(ting)局(委(wei)(wei)、辦)負責(ze)同志組(zu)成工作組(zu),先后深入蘭州等(deng)(deng)10市州進行調研(yan),建議將城市智(zhi)能交(jiao)通“暢通工程”列入省(sheng)(sheng)(sheng)政府為(wei)民辦實事項目范(fan)圍,用3至5年時(shi)間基本建立完善集(ji)指揮、調度、控制(zhi)、監控和(he)誘導等(deng)(deng)功能為(wei)一體的智(zhi)能交(jiao)通指揮系統(tong)。
道路(lu)交(jiao)通供需矛盾十分(fen)突出
2000年以來,全(quan)省(sheng)公(gong)(gong)路通(tong)車里(li)程由(you)4.2萬(wan)公(gong)(gong)里(li)增(zeng)加(jia)到(dao)10.7萬(wan)公(gong)(gong)里(li),增(zeng)加(jia)了(le)1.5倍(bei)。根(gen)據全(quan)省(sheng)“十二(er)五”規劃(hua),到(dao)2015年公(gong)(gong)路總里(li)程將達(da)到(dao)13萬(wan)公(gong)(gong)里(li),其(qi)中(zhong)高速公(gong)(gong)路將達(da)到(dao)3600公(gong)(gong)里(li)。駕駛人由(you)72萬(wan)增(zeng)加(jia)到(dao)225萬(wan),增(zeng)加(jia)了(le)兩倍(bei)多,按照(zhao)現(xian)在的發展速度推算,到(dao)2015年將增(zeng)加(jia)到(dao)約(yue)330萬(wan)人;
機動車(che)(che)由51萬輛(liang)增加到215萬輛(liang),增加了3.2倍。道路(lu)(lu)(lu)、車(che)(che)輛(liang)、駕駛人的(de)快(kuai)(kuai)速(su)(su)(su)增長(chang)必然帶來(lai)道路(lu)(lu)(lu)交(jiao)(jiao)通(tong)流量、公路(lu)(lu)(lu)客(ke)貨運輸總(zong)量繼(ji)續快(kuai)(kuai)速(su)(su)(su)上升,城(cheng)市交(jiao)(jiao)通(tong)擁堵,高速(su)(su)(su)公路(lu)(lu)(lu)、縣鄉公路(lu)(lu)(lu)交(jiao)(jiao)通(tong)安(an)全問題日(ri)趨突出,道路(lu)(lu)(lu)交(jiao)(jiao)通(tong)安(an)全管理工作面臨的(de)壓(ya)力將前(qian)所未有。
目前我省14個(ge)市州中(zhong)只有(you)6個(ge)市初步(bu)建立交(jiao)(jiao)通(tong)指揮中(zhong)心,但(dan)(dan)僅(jin)限于市政(zheng)府所在(zai)地,且系統(tong)(tong)(tong)功(gong)能很不完善。高速公路(lu)全(quan)封(feng)閉(bi)、全(quan)立交(jiao)(jiao)的特(te)點(dian)(dian),要求必須充分利用高科(ke)技全(quan)程監(jian)控(kong)(kong)系統(tong)(tong)(tong)開展管理工作,但(dan)(dan)因經費(fei)不落實無(wu)(wu)法付諸(zhu)實施,至今未(wei)建設一處交(jiao)(jiao)通(tong)智能監(jian)控(kong)(kong)系統(tong)(tong)(tong)。全(quan)省34個(ge)省際卡口只有(you)2個(ge)設置了定點(dian)(dian)監(jian)控(kong)(kong)系統(tong)(tong)(tong),且設備老化,無(wu)(wu)法實現對道路(lu)交(jiao)(jiao)通(tong)的實時監(jian)控(kong)(kong)和(he)警(jing)力快速調動(dong)。
最多五(wu)年建成(cheng)智(zhi)能交通指揮系(xi)統
建議省交(jiao)(jiao)通(tong)(tong)(tong)運輸(shu)廳在新建高速(su)公(gong)(gong)(gong)(gong)路(lu)時,按(an)照(zhao)公(gong)(gong)(gong)(gong)路(lu)工程(cheng)建設A級標準(zhun)予(yu)以配(pei)置交(jiao)(jiao)通(tong)(tong)(tong)智能監控系統(tong);對已建成(cheng)的(de)高速(su)公(gong)(gong)(gong)(gong)路(lu),按(an)照(zhao)“分步實施,逐年見(jian)效”的(de)原(yuan)則,依(yi)托公(gong)(gong)(gong)(gong)安(an)專(zhuan)網和高速(su)公(gong)(gong)(gong)(gong)路(lu)的(de)沿(yan)線預埋(mai)光(guang)纖,將交(jiao)(jiao)通(tong)(tong)(tong)健(jian)康信息(xi)通(tong)(tong)(tong)過公(gong)(gong)(gong)(gong)安(an)廳公(gong)(gong)(gong)(gong)安(an)網邊界接入(ru)平(ping)臺(tai),聯通(tong)(tong)(tong)至沿(yan)線高速(su)公(gong)(gong)(gong)(gong)路(lu)交(jiao)(jiao)警(jing)大隊(dui),建立健(jian)全交(jiao)(jiao)通(tong)(tong)(tong)運輸(shu)與公(gong)(gong)(gong)(gong)安(an)交(jiao)(jiao)管部(bu)門間(jian)信息(xi)互通(tong)(tong)(tong)、資源共享(xiang)、分級負責、部(bu)門聯動、快(kuai)速(su)反應的(de)高速(su)公(gong)(gong)(gong)(gong)路(lu)應急管理指(zhi)揮機制(zhi)。
同時(shi),將城市智能(neng)交(jiao)通“暢通工程”列入省政府為民辦(ban)實事項目范圍(wei),用3至5年時(shi)間基(ji)本(ben)建立完善集指揮、調度(du)、控(kong)(kong)(kong)制、監(jian)(jian)(jian)控(kong)(kong)(kong)和誘導等(deng)功能(neng)為一體的(de)智能(neng)交(jiao)通指揮系統,逐步(bu)擴(kuo)大管控(kong)(kong)(kong)區(qu)域,提(ti)高對道路(lu)(lu)(lu)、車輛、人(ren)員的(de)管控(kong)(kong)(kong)能(neng)力(li)。在省際、市際交(jiao)界處和事故(gu)多發等(deng)重點路(lu)(lu)(lu)段,安裝使用公路(lu)(lu)(lu)交(jiao)通監(jian)(jian)(jian)控(kong)(kong)(kong)設備,建成點、線、面相結合(he)的(de)智能(neng)化(hua)公路(lu)(lu)(lu)交(jiao)通監(jian)(jian)(jian)控(kong)(kong)(kong)網絡。
